Are the Downloadable nightly minor versions still going to be available here?

Nightly versions were never downloadable on github. If you need the nightly UMD you can simply take the latest version from cdn.babylonjs.com .
We won’t publish nightly versions to github, only the same versions as the npm releases.
So, no 9.18.1 version to download from the “Releases” (this)? I have to downlowd file by file? Where do I download the HavokPhysics.wasm file? To run without node, just pure javascript code from html calling I need the mentioned file.
You can visit this page to view the released versions of Babylonjs and download the file “cdnSnapshot.zip”.
