There’s a bit going on here so it would help you get a suitable answer if you setup a Playground.
You could tackle it with the Node Material Editor. Maybe take a look at this video tutorial for something like the animated ring effect. But if you’re not that familiar with custom shaders it’s also very doable just with basic texturing.
The gold gradient you could create a transparent gold gradient texture applied to a cylinder and simply scale the cylinder over time.
The vertical blue band you could apply such an opaque blue gradient band texture to the city model, ensure the city model had say shared box or planar UV coordinates, then change the
texture.vOffset over time.
