We want to add music to the scene and download as video(.webm file)
I tried with the below approach was able to download the video but
music is not part of the downloaded video

For a one off case like yours, think you could do it in post production, as you have just one sound that does not really require syncing. I do not think the mechanism you are using records audio.
Blender’s video editor takes in .webm & .mp3. It allows positioning of different tracks, & can output in different formats like mp4 H261. There is a tutorial video series on YouTube on how to use it. I can post it, if you wish.
