Particles system billboard modes

Hi All,

Some issue I have stuck:
Why I can set billboard mode for particles system only by Y axis?
I need make water circles with using particles system but I need for it make all particles placed by horizontal and not vertical.

You do not need sprite particles then but Solid particles: Solid Particle System - Babylon.js Documentation
