Liquid coverage is probably linked to heavier elements in liquid state. For example Water (WATR): ~4.5% of all the mass, ~60% of which is in liquid state (very likely in the lower heights of the atmosphere).
Edit: or it could be in the form of droplets/ice crystals in the medium scale heights, where the pressure/temperature allow for it. I haven’t checked the generation log, tbh
